• Item 5.a. Dr. Loescher reviewed that there were no outstanding requests for information from the committee.

• Item 5.b-c. Ms. Shackelford presented the final governance letter and final financial audit on Measure LL with no findings noted

• Item 5.d. Dr. Loescher presented the annual prevailing wage compliance report from Gafcon with no findings noted

• Item 5.e. Dr. Loescher and Ms. Reed announced the online opening of the CBOC applications for 2024-2025 with one known vacancy and one known renewal pending.

• Item 6.a. Ms. Chan, Ms. Dowler, and Mr. Preciado presented a year end summary on Measure LL 
• Item 6.b. Ms. Riedel provided the regular financial update

Action Items

• Item 7.a. The Committee moved to publish the 2023 CBOC Annual Report as amended, 5-0, noting that the staff may continue to make non-substantive revisions based upon feedback and comments. The report is to be presented to the Board of Education by Ms. Harrington on June 20, 2024, and subsequently published

• Item 5.b. Chari Latimer reviewed a proposal from the San Diego County Taxpayers Association on  a Key Performance Indicator review service. The committee came to consensus to recommended this service to the Board of Education.

• Item 3.d. The Committee came to consensus to move to a five meeting a year structure for 2023-2024

• Item 4.d. Dr, Loescher presented on section 3.2.b of the Committee bylaws and the Committee requested additional clarification language for review at a future meeting
• Item 4.e. The Committee came to consensus that they required a special meeting to review options for the Committee Annual Report
• Item 4.f. To establish a new meeting time for May 2023 and select a day for the special meeting, the Committee requested that the  secretary  send an online poll to members

The Composition of the Committee is Outlined in the Bylaws, Section 3.1. Which States:

The Committee shall consist of at least seven (7) members, including the following community representation:

1. One (1) member shall, at the time of appointment, be active in a business organization representing the business community located within the school district;
    
2. One (1) member shall, at the time of appointment, be active in a senior citizens’ organization, which may be a local, regional, statewide, or national organization;
    
3. One (1) member shall, at the time of appointment, be active in a bona fide taxpayers’ organization, which may be a local, regional, statewide, or national organization, and San Diego County Taxpayer’s Association shall be entitled to nominate one of their members for this position or a member at large position;
    
4. One (1) member shall, at the time of appointment, be the parent or guardian of a child currently enrolled in a school of the District; and
    
5. One (1) member shall, at the time of appointment, be both a parent or guardian of a child currently enrolled in a school of the District and be an active member in a District parent-teacher organization, such as the PTA or a school site council.
    
6. Two (2) or more additional at-large members selected by the District.

Application Timeline 2023-2024:

• Opening: The application process opened on May 1, 2023 for term positions that are ending and any vacancies. 
• Closing:  The application process closed at 4:00 p.m. June 2, 2023.
• Submissions: Application submissions were to be sent to the office of the Chief Operations Officer, Shawn T. Loescher, Ed.D. either in person to Vista Unified School District, 1222 Arcadia Avenue, Vista, CA 92084, or via email. 
• Review: Applications were reviewed two weeks after the deadline for submission.
• Approval: Approval of Committee members by the Board of Trustees occurred at the June 19, 2023 regular meeting of the Board of Education.
• Orientation: The orientation of new Committee members will occur in the summer of 2023 before the first regular meeting of the CBOC with a make-up session offered before the second regular meeting of the CBOC in the fall.
