• Item 5.a. Chiar Latimer provided the background and qualifications of the CBOC member that was approved at the most recent board meeting, Ms. Lisa De Jesus. 
• Item 5.b. Dr. Loescher announced that he had received the resignation of member Mr. Zachary Gribben.
• Item 5.c. Dr. Loescher reviewed that there were no outstanding requests for information from the committee.
• Item 5.d. Mr. Ham shared information about the 2023 San Diego County Taxpayers Association school bond transparency report card rating of A- for Vista Unified School District.

• Item 4.f. To establish a new meeting time for May 2023 and select a day for the special meeting, the Committee requested that the  secretary  send an online poll to members

The Composition of the Committee is Outlined in the Bylaws, Section 3.1. Which States:

The Committee shall consist of at least seven (7) members, including the following community representation:

1. One (1) member shall, at the time of appointment, be active in a business organization representing the business community located within the school district;
    
2. One (1) member shall, at the time of appointment, be active in a senior citizens’ organization, which may be a local, regional, statewide, or national organization;
    
3. One (1) member shall, at the time of appointment, be active in a bona fide taxpayers’ organization, which may be a local, regional, statewide, or national organization, and San Diego County Taxpayer’s Association shall be entitled to nominate one of their members for this position or a member at large position;
    
4. One (1) member shall, at the time of appointment, be the parent or guardian of a child currently enrolled in a school of the District; and
    
5. One (1) member shall, at the time of appointment, be both a parent or guardian of a child currently enrolled in a school of the District and be an active member in a District parent-teacher organization, such as the PTA or a school site council.
    
6. Two (2) or more additional at-large members selected by the District.

Application Timeline 2025-2026:

• Opening: The application process opens on May 1, 2025 for term positions that are ending and any vacancies. 
• Closing:  The application process will clsoe at 4:00 p.m. June 6, 2025. Note: Application window extended to July 18, 2025.
• Submissions: Application submissions should to be sent to the office of the Assistant Superintendent, Shawn T. Loescher, Ed.D. either in person to Vista Unified School District, 1234 Arcadia Avenue, Vista, CA 92084, or via email. 
• Review: Applications will be reviewed two weeks after the deadline for submission.
• Approval: Approval of Committee members by the Board of Trustees will occur at the June 26, 2025 regular meeting of the Board of Education.
• Orientation: The orientation of new Committee members will occur in the summer of 2025 before the first regular meeting of the CBOC with a make-up session offered before the second regular meeting of the CBOC in the fall.
