Committee Purpose
A requirement of every school improvement bond is to have an accountability component. Vista Unified has created a Citizens' Bond Oversight Committee (CBOC) for the purpose of informing the public concerning the expenditure and uses of bond revenues.
Authority: The Committee’s legal charge is to actively review and report on the expenditure of taxpayers’ money for school construction. Click here to review Administrative Regulation 1221.4 which outlines the details of the CBOC oversight role.
Establishment: At the regular Board of Trustees meeting on March 5, 2020 the bylaws for the Citizens' Bond Oversight Committee for Measure LL was passed.
Governance: The Committee is subject to all Brown Act Requirements. You can review a copy of our Brown Act meeting protocols by clicking here. This is a Brown Act Committee and is subject to all provisions thereof. The full governance structure of the Committee is outlined in the Board of Education approved bylaws.

CBOC Annual Reports
The Committee is required to publish an annual report to the community each year. Components of the annual report are listed in Administrative Regulation 1221.4 in section H.6.

Each year an independent financial and performance audit is conducted. School Bond Transparency in San Diego County
Since its establishment in 1945, the San Diego County Taxpayers Association has been a nonpartisan association of individuals, businesses, and organizations who promote effective and efficient government on behalf of all San Diego County taxpayers. One of the ways SDCTA has worked to accomplish this longtime goal has been through conducting research and delivering opinions on issues relevant to taxpayers, including the transparency of public institutions that are funded by taxpayer dollars. Taxpayers should be able to easily determine whether school district officials have carried out their promises to effectively use funds to construct new buildings and
upgrade facilities.
Our current transparency rating is an A- which is among the highest in San Diego County. The following are links to the independent review by the San Diego County Taxpayers Association and their published report.

- One (1) member shall, at the time of appointment, be active in a senior citizens’ organization, which may be a local, regional, statewide, or national organization;
- One (1) member shall, at the time of appointment, be active in a bona fide taxpayers’ organization, which may be a local, regional, statewide, or national organization, and San Diego County Taxpayer’s Association shall be entitled to nominate one of their members for this position or a member at large position;
- One (1) member shall, at the time of appointment, be the parent or guardian of a child currently enrolled in a school of the District; and
- One (1) member shall, at the time of appointment, be both a parent or guardian of a child currently enrolled in a school of the District and be an active member in a District parent-teacher organization, such as the PTA or a school site council.

Application Process 2023-2024
Application Timeline 2023-2024:
- Opening: The application process opened on May 1, 2023 for term positions that are ending and any vacancies.
- Closing: The application process closed at 4:00 p.m. June 2, 2023.
- Submissions: Application submissions were to be sent to the office of the Chief Operations Officer, Shawn T. Loescher, Ed.D. either in person to Vista Unified School District, 1222 Arcadia Avenue, Vista, CA 92084, or via email.
- Review: Applications were reviewed two weeks after the deadline for submission.
- Approval: Approval of Committee members by the Board of Trustees occurred at the June 19, 2023 regular meeting of the Board of Education.
- Orientation: The orientation of new Committee members will occur in the summer of 2023 before the first regular meeting of the CBOC with a make-up session offered before the second regular meeting of the CBOC in the fall.
Project Overviews
Overview of Project Categories
Measure LL is a $247 million bond initiative approved by the voters in Vista in November 2018. The District issues these bonds which are rated "A+" by Standard & Poor’s and investment grade “Aa3” by Moody’s. The goal of the bond is to make facilities improvements in six identified areas of needs that are known as the bond project categories. Those are:
- Category A: 21st century learning environments to support STEM and Career Technical Education
- Category B: Modernize technology infrastructure
- Category C: Campus safety and security
- Category D: Modernize and upgrade utility infrastructure, building systems, and install energy efficient systems
- Category E: Basic facility upgrades and to meet current academic and safety standards
- Category F: Remove portable buildings from school campuses

VISTA HIGH SCHOOL
BUILDING T
Timeline: 2022-2024 | Bond Category: A, B, C, D, E, F
This structure is a 46,161 square foot multi-story general and science classroom building on the stadium side. The lower level south side of Building T has a Junior Reserve Officers Training Corps lab with office, and weight room. On the second level there are 10 science classrooms and the third level are 10 general classrooms and two flex classroom suites. Each classroom will meet modern instructional design standards. Construction is anticipated to finish by the Summer/Fall of 2024.
BOBIER ELEMENTARY SCHOOL
NEW SCHOOL

Bobier Elementary School is located at 220 W. Bobier Dr., Vista California, 92084. During the 2021-2022 school year an extensive review and studies were conducted of the school site. The results of these studies culminated in a decision by the Board of Trustees in the Fall of 2022 to direct the planning team to start the process of exploring a new school site design. This project is expected to go to the Division of State Architects for their review on September 15, 2023. You can learn more about this project by clicking here.

This project is on pause as the District is reviewing the long range facilities master plan after several emergency sewer projects had to be completed to address urgent matters. These emergency projects were not funded by Measure LL.

The extensive front of school modernization includes front entry structural changes, Americans with Disabilities Act (ADA) updates, changes in landscape, and a new parking lot. The construction began in the Fall of 2022 and is anticipated to finish in the Fall of 2023. This facility was designed in partnership with student bond ambassadors to support student voice and inclusion.
RANCHO BUENA VISTA HIGH SCHOOL
NEW CTE CLASSROOM BUILDING.

The new Career and Technical Education classroom building will provide welding and residential construction labs for the school. This modern facility will permit students to engage in real-world design challenges with industry standard classrooms and outdoor learning spaces. Construction started in the Summer of 2022 and is anticipated to finish in the Fall of 2023.
VISTA HIGH SCHOOL
BUILDING S

This structure is a 30,110 square foot two-story concrete masonry unit building located on Bobier Drive. This state of the art project includes 18 general classrooms, 2 flex classroom suites and a 1,200 square foot shade structure/outdoor learning center. Classrooms will meet all modern instructional design standards. Construction is anticipated to finish in Winter of 2023-2024.
LAKE ELEMENTARY SCHOOL (PLA*)
AMERICANS WITH DISABILITIES ACT RAMP

The Lake Elementary School project replaced the portable student restroom infrastructure, addressed Americans with Disabilities Act (ADA) sidewalk upgrades, and relocated and improving the school's garden project/outdoor learning space. A portable restroom was added to the infrastructure during the 2022-2023 school year, which was completed outside the scope of Measure LL funds.
MADISON MIDDLE SCHOOL (PLA*)

The Madison Middle Shade Improvements installed fabric shade structures in the 500 wing. This outdoor shade structure has increased the site's ability to provide outdoor learning lab opportunities for students. This includes outdoor science learning experiences and additional project-based learning opportunities.

The Rancho Minerva Shade Improvements Project installed new hard top structures in the main lunch area quad and fabric shade structures in the educational quads. Outdoor educational spaces have increased the sites capability to deliver instruction in a new setting. Outdoor structures in the
