Citizens' Bond Oversight Committee (CBOC)

Committee Purpose
A requirement of every school improvement bond is to have an accountability component. Vista Unified has created a Citizens' Bond Oversight Committee (CBOC) for the purpose of informing the public concerning the expenditure and uses of bond revenues.

Authority: The Committee’s legal charge is to actively review and report on the expenditure of taxpayers’ money for school construction. Click here to review Administrative Regulation 1221.4 which outlines the details of the CBOC oversight role.

Establishment: At the regular Board of Trustees meeting on March 5, 2020 the bylaws for the Citizens' Bond Oversight Committee for Measure LL was passed.

Governance: The Committee is subject to all Brown Act Requirements. You can review a copy of our Brown Act meeting protocols by clicking here. This is a Brown Act Committee and is subject to all provisions thereof. The full governance structure of the Committee is outlined in the Board of Education approved bylaws
