Asset Management Advisory Committee
Committee Purpose
The District Asset Management Advisory Committee was established to explore and make recommendations on options for District owned real property in support of the development of the Vista Unified School District Long-Range Facility Master Plan.
Authority: Recommendations to the Board of Education regarding school consolidation and property (asset) management.
Establishment: At the regular Board of Trustees meeting on January 19, 2023, direction and authority were granted to the Superintendent and designee, the Chief Operations Officer, to form the District Asset Management Advisory Committee.
Governance: The Committee is subject to all Brown Act Requirements. You can review a copy of our Brown Act meeting protocols by clicking here. This is a Brown Act Committee and is subject to all provisions thereof. The full governance structure of the Committee is outlined in the Board of Education approved bylaws.
Committee Status: The Committee is currently adjourned having completed their Board directed session of Spring 2023.

Council Focus for 2022-2023
Final direction will come from the Board of Education at the date and time of the initial appointment of members and the adoption of the bylaws of the committee. At the February 8, 2023 Board Workshop the Board directed the Superintendent to create a matrix of data for each elementary and middle school in the District to be used by the Asset Management Committee using the following criteria:
- Age of facility
- Comprehensive condition of facility
- Enrollment and logistics, including proximity to school
- Site suitability for facility improvements
- Equity considerations related to Board Policy No. 0415 Equity

Administrative Matters and Updates
- Item 5.a. Dr. Loescher reported that there were no updates on Committee requests for information.
- Item 5.b. Dr. Loescher reviewed that the Community Engagement meetings would take place on Tuesday, June 20, 2023, at 5:00 p.m. at the Vista Innovation Center, and Wednesday, June 21, 2023, at 5:00 p.m. at Beaumont Elementary School. The meeting at Beaumont Elementary School was to be in Spanish with translations into English, pending confirmation for the team for translation for this purpose on. It was also reported that the Asset Management Advisory Committee recommendations report would appear on the June 22, 2023 regular Board of Education meeting as item 9.a. for presentation of the report and item 9.b. for deliberation and possible action by the Board.
Presentation and Discussions
- Item 6.a. Ms. Rose provided a workshop to provide an opportunity for the Committee to interact, gain clarification on recommendations, suggestions of use, and additional considerations that may be made to the Board of Education, and allow for revisions to the draft memo. A minor revision was made to the memo under the middle school recommendation section and examples of equity considerations were added to the elementary and middle school suggestions of use category.
Action Items
- There was a motion to extend the meeting time to 8:15 pm . The item passed by a vote of 9-0.
- Item 7.a. A motion and second was made to approve the recommendation of the Asset Management Advisory Committee on the four parcels of land under review by a vote of 7 in support, 1 in opposition, and 1 abstention. The motion carried and the revised recommendation can be reviewed by clicking here.

Administrative Matters and Updates
- Item 5.a. Ms. Remmen requested that the Committee consider extending their meeting time. The Committee voted 9-0 to extend the time until 8:30 p.m.
- Item 5.b. Dr. Loescher reviewed the status of all requests for information.
- Item 5.c. Dr. Loescher invited Committee members Mr. Bradshaw, Ms. Ramos, Mr. Groschup, and Ms. Remmen to provide their observations on the community engagement sessions that they attended.
Presentation and Discussions
- Item 6.a. Ms. Rose provided a workshop for the meeting that was designed for the Committee to engage in the exploration of options on the four parcels that they were charged by the Board of Education to consider.
- There was a motion to extend the meeting time to 8:45 pm . The item passed by a vote of 9-0.
- The Committee came to consensus on tentative recommendations on the four parcels to be finalized at their June 14, 2023, meeting. The Committee will continue to explore additional considerations as to how two properties may be used in their June 14, 2023, meeting.

- Item 4.h. was pulled for public comment. Public comment was about where a school was located in the report. The item passed by a vote of 9-0.

- Item 5.a. Dr. Loescher reviewed the status of all requests for information.
- Item 5.b. Dr. Loescher reviewed Brown Act and Community Engagement Structures.
Presentation and Discussions
- Item 6.a. Ms. Rose reviewed examples of types of recommendations that the committee can make.
- Item 6.b. Ms. Rose and Mr. Prince reviewed an overview of each site which included: site profile, building inventory, existing site map, professional statement of site suitability, comparison of estivate costs, and a data summary table.
- Item 6.c-d. The Committee reviewed options and posed questions to the expert consultants about the elementary and middle schools being reviewed.
- The meeting time was extended twice to allow for further discussion on items 6.c-d. The final meeting extension request was to move the meeting end time to 8:30 p.m. The item passed by a vote of 9-0.

Committee Background
The District Asset Management Advisory Committee was established through a process that started on January 9, 2023. On this date the Board of Education came to consensus that the Long Range Facility Master Plan and demographic data on declining enrollment warranted a process to explore asset management options including the use and purpose of properties. Members of this committee is outlined in California State Education Code and is reviewed below. The application process used a blinded methodology so that members were selected by criteria only and without their names known.
Committee Members 2023-2025
At the Regular Board Meeting of April 6, 2023, the following application numbers were selected by the Board of Education to serve on the Asset Management Advisory Committee:
- District Composition: Mario Bojorquez (California School Employees Association Representative; Elected Vice-Chair on April 18, 2023);
- Business Owner: Tory Walker
- Property Owner/Renter: Amanda Remmen (Elected Chair on April 18, 2023);
- Administrator in the District: Dr. Narciso Iglesias
- Teacher in the District: Craig Groschup
- Parent in the District: Sophia Ramos
- Expert Knowledge: Kevin Kirby
- At Large Member: Keri Avila (Vista Teachers Association Representative);
- At Large Member: Charles Bradshaw

In addition, two alternate applications were approved should a member of the original slate appointed not accept their role on the committee:

The names of the alternate Committee Members will be released to the public before the first meeting that they would be appointed as a member.
Committee Composition
Composition Shall Consist of District Provided Supports and Committee Representatives:
- District Provided Supports:
- One (1) Senior District Leader (Executive Cabinet Member)
- One (1) District Provided Facilitator
- One (1) Administrative Assistant (Secretary of the Committee)
- The Committee Representatives (no less than 7 and no more than 11 members all of whom shall reside within the District boundaries):
- One (1) member shall be of the ethnic, age group, and socio-economic composition of the District.
- One (1) member shall be in the business community, such as store owners, managers, or supervisors.
- One (1) member shall be a landowner or renter, with preference to be given to representatives of neighborhood associations.
- One (1) member shall be a teacher in the District.
- One (1) member shall be an administrator in the District.
- One (1) member shall be a parent of a student in the District.
- One (1) member shall be a person with expertise in environmental impact, legal contracts, building codes, and land use planning, including, but not limited to knowledge of the zoning and other land use restrictions of the cities and county in which the Properties are located.

Application Timeline:
- Opening: February 24, 2023 - The application process opened at 5:00 p.m.
- Closing: March 24, 2023 - The application process closed at 5:00 p.m.
- Submissions: Application submission were to be sent to the office of the Chief Operations Officer, Shawn T. Loescher, Ed.D. either in person to Vista Unified School District,1222 Arcadia Avenue, Vista, CA 92084, or via email.
- Review: Applications are to be reviewed during the week of March 27, 2023.
- Approval: April 6, 2023 - Approval of committee members by the Board of Trustees at the regular board meeting.
- Orientation: The orientation of the Committee was on April 18, 2023, at 6:00 p.m.
