Proposition 28: Arts and Music in Schools
In November 2022, California voters approved Proposition 28 (Prop 28) known as the The Arts and Music in Schools Funding Guarantee and Accountability Act (AMS). This initiative provides annual funding for arts and music programs, providing students with opportunities to engage in creative activities and develop their artistic skills. For families, Proposition 28 represents a commitment to providing a well-rounded education.
Each year, the California Department of Education (CDE) will determine the funding allocation for each school site. School districts with 500 or more students are required to ensure that at least 80 percent of AMS funds are to be used to employ certificated or classified employees to provide arts education program instruction. The remaining funds are to be used for training, supplies and materials, and arts educational partnership programs, with no more than 1 percent of funds received to be used for a district’s administrative expenses.

Annual Reporting Requirements
As a condition of receiving AMS funds, district’s are required to develop an annual report that must be approved by the local school board, submitted to the CDE through the Arts and Music in Schools Portal, and posted to the district's website. The required information for the annual report shall include:
- A description on how the funds from Proposition 28 have been used to develop and support arts education programs in the school district;
- The number of the district’s full-time equivalent teachers, classified personnel, and teaching aides;
- The number of the district’s students served; and
- The number of the district’s school sites providing arts education programs with AMS funds
