Multi-Tiered System of Support (MTSS)

Vista Unified School District is dedicated to the implementation of a Multi-Tiered System of Support (MTSS) to achieve the VUSD Framework for the Future and Portraits. The MTSS Framework provides the structure to assist VUSD schools in organizing resources for teaching and learning to support academic, behavior, social-emotional, and mental health through the use of evidence-based resources, instructional practices, and services that address the needs of the whole child.

Continuum of Support

A continuum of support is a critical element to ensure that universal, supplemental, and intensified supports are provided when and where they are needed for the academic, behavior, social-emotional and mental health success of our students.

Continuous Improvement

At VUSD, three types of data are utilized to determine progress and areas for support.

  • Student outcome data informs instructional decisions for academic, behavior, social-emotional competencies, and mental health supports.

  • A variety of tools are used to measure the implementation of MTSS, including the Fidelity Integrity Assessment (FIA), Tiered Fidelity Inventory (TFI), school site visits and walkthroughs.

  • Our district and schools also gather capacity data to ensure both the school system and the adults that provide the supports have the ability to do so. Examples of capacity data includes look for tools, reflections, observations, coaching conversations, and evaluations.
