English Language Development

The classification is based on the Home Language Survey that you filled out when your child first enrolled in a California school. If you indicated that a language other than English is spoken at home, the state requires the school to assess the student's English proficiency.

If the initial assessment (ELPAC) shows that the student is still developing their English skills in listening, speaking, reading, or writing, they are identified as an English Learner. This ensures they receive:

• Extra time and support during lessons.

• Specialized instruction (ELD) to master the language quickly.

• Access to bilingual resources if available.

• Home Language Survey: When you first register your child in the district, you answer questions regarding the languages spoken in your home.

• Initial Assessment: If a language other than English is indicated, your child takes the Initial ELPAC (English Language Proficiency Assessments for California).

• Determination:

  • IFEP (Initial Fluent English Proficient): If the student demonstrates a high level of English on the initial test (Level 3), they are placed in regular classes without the need for ELD support.

  • EL (English Learner): If the student is still developing their English skills, they are identified as an English Learner to receive additional support and services.

• Annual Progress: Every spring, students identified as EL take the Summative ELPAC to measure their growth year after year.

Types of Instruction

In VUSD, schools use two main ways to teach English:

• Integrated ELD (iELD): This happens all day. Teachers in every subject (Math, Science, History) use special tools and strategies to help students understand the lesson while they are still learning the language.

• Designated ELD (dELD): This is a specific time during the school day dedicated solely to English language skills. Students work in small groups focused on their specific level (Emerging, Expanding, or Bridging).

ELD in Elementary vs. Secondary

• Elementary (Grades K-5):

  • dELD: Usually a 30-minute daily block. Students practice speaking and writing through stories and collaborative games.

  • iELD: Teachers use "visual scaffolds" (pictures and charts) to make sure students can participate in all classroom activities.

• Secondary (Middle & High School):

  • dELD: Students often have a dedicated ELD class period in their schedule. The focus is on English Language Development (ELD) and also Academic Language—the formal English needed for essays and college.

  • iELD: Content teachers (like English, Biology or Algebra) adapt their difficult textbooks and lectures so English Learners can master the same concepts as their peers.

What is Reclassification? Reclassification is the official process of changing a student’s status from "English Learner" (EL) to "Reclassified Fluent English Proficient" (RFEP). This means the student has met the state and district standards for English proficiency and can succeed in grade-level classes without specialized language support.

The 4 Requirements for Reclassification:

1. ELPAC Score: Achieve the highest level (Level 4) on the English Language Proficiency Assessments for California. A Level 3 is for the Alternate ELPAC. 

2. Teacher Evaluation: The teacher confirms the student is performing well academically compared to their English-speaking peers.

3. Parent Consultation: Parents must be notified and provide their input/signature during the process.

4. Academic Performance: Demonstration of basic skills in English Language Arts (often through state testing or district assessments).

The English Learner Advisory Committee (ELAC) is a group of parents, staff, and community members who meet regularly to support the success of students who are learning English. ELAC provides a space for families to learn more about school programs, ask questions, and share ideas to help all English learners thrive.

What does ELAC do?

• Reviews programs: ELAC reviews the school’s programs and services for English learners and discusses how they can be improved.

• Advises the school: ELAC gives input to the principal and school leadership about the needs of English learners.

• Supports families: ELAC helps families understand test scores, reclassification, and how to support learning at home.

• Encourages participation: ELAC encourages parents and guardians of English learners to be active partners in their child’s education.

Who can participate?

All parents and guardians of students classified as English learners are encouraged to participate in ELAC meetings. ELAC members are elected and represent the voice of English learner families at our school. School staff and community members are also welcome to attend.

Why is ELAC important?

ELAC ensures that the voices of English learner families are heard when decisions are made about programs, resources, and priorities at our school. When families and school staff work together, students have a better chance to succeed academically, socially, and emotionally.

Supporting Your Student at Home

• The "Picture Walk": Before reading a book, look at the pictures together. Ask, "What do you think is happening?" This builds scaffolding for understanding the text.

• Daily Recaps with Sentence Frames: Help your child use full sentences.

  • Ask: "What was the best part of your day?"

  • Provide the frame: "The best part of my day was ________ because ________."

• Cooking Together (Math & Science): Follow a recipe. Use academic language like measure, dissolve, increase, and temperature.

• Compare and Contrast: Pick two objects (like an apple and an orange). Ask your child to use a "mental Venn diagram" to say how they are the same and how they are different.

Why is your native language a "Superpower"? Many parents believe they must stop speaking their home language to help their children learn English faster. Research shows the opposite is true.

When a child has a strong foundation in their first language, they develop "academic concepts" that easily transfer to English.

• Concepts Transfer: If a child understands the concept of "justice" or "photosynthesis" in Spanish, they only need to learn the new word in English, not the entire concept.

• Cognitive Flexibility: Bilingual children's brains are more adaptable and better at problem-solving.

• Emotional Connection: Deep conversations in the home language build a stronger emotional bond and higher self-esteem, which are essential for academic success.

What can you do?

• Tell Family Stories: This builds high-level narrative skills.

• Discuss the News: Use complex vocabulary to discuss world events in your native language.

• Read in Any Language: Reading skills (like predicting or summarizing) are the same in every language.

• The English Learner Master Plan of Vista Unified is designed to ensure that all English learners have equitable access to a high-quality education.
• The plan focuses on strategies to close the achievement gap for English learners and ensure that they have the opportunity to reach their academic potential.

Tipos de Instrucción

Apoyando a su Estudiante en Casa

• El "Paseo por las Imágenes": Antes de leer un libro, miren las imágenes juntos. Pregunte: "¿Qué crees que está pasando?" Esto crea un andamiaje para comprender el texto.

• Resumen Diario con Marcos de Oración: Ayude a su hijo a usar oraciones completas.

  • Pregunte: "¿Cuál fue la mejor parte de tu día?"

  • Ofrezca el marco: "La mejor parte de mi día fue ________ porque ________."

• Cocinar Juntos (Matemáticas y Ciencias): Sigan una receta. Use lenguaje académico como medir, disolver, aumentar y temperatura.

¿Por qué su idioma materno es un "Superpoder"? Muchos padres creen que deben dejar de hablar su idioma de origen para ayudar a sus hijos a aprender inglés más rápido. Las investigaciones demuestran que lo contrario es la verdad.

Cuando un niño tiene una base sólida en su primer idioma, desarrolla "conceptos académicos" que se transfieren fácilmente al inglés.
