The Local Control Funding Formula (LCFF) is the result of the passage of Assembly Bill 97 (Chapter 47) signed into law by Governor Brown in July 1, 2013. The LCFF redefines the process for distributing funding to all public and charter schools in California. In the words of Governor Brown, the intent of the new LCFF is to bring "government closer to the people, to the classroom where real decisions are made and directing the money where the need and the challenge is greatest." School districts will now have greater flexibility over how to use education funding to address academic priorities, and focus support in areas that are unique to the needs of the students within the district. The "Local Control" aspect of Assembly Bill 97 means that school leaders, staff, parents, and students will no longer be hamstrung by the complexities categorical program funding restrictions and requirements. In fact, three quarters of all categorical programs have been eliminated; the funding folded into the LCFF.

RESTORING FUNDING

The Local Control Funding Formula is essentially a school funding restoration model that phases-in over eight years beginning in 2013-14 and culminating in 2020-21 (based on state budget projections). The model was designed to address the significant loss in revenue schools have suffered due to years of budget cuts to education as a result of the economic recession starting in 2007-08. LCFF also includes additional funding for high-needs student populations in three categories: low-income, English learners, and foster youth.

HOW LCFF WORKS

School districts and charter schools in California will receive a base grant allocation for each student in attendance. Funding for each student is determined by their grade span. For example, when funding is fully restored, districts will receive $7,675 for students in Kindergarten through third grade, $7,056 for students in fourth through sixth grades, $7,266 for students in seventh through eigth grades, and $8,638 for students in

ninth through twelfth grades. In addition to the base grant funding, school districts and charter schools will receive a 20 percent supplemental grant for high-needs student populations (low-income, English learners,and foster youth). This grant allocation will be non-duplicated, meaning that if a student falls into more than one of the three categories, the supplemental grant will not exceed 20 percent of the base grant for each individual student. In addition to the base grant and supplemental grant, the LCFF also recognizes that some school districts are faced with large high-needs student populations. In order to address this challenge, the LCFF provides an additional concentration grant of 50 percent of the base grant for all high needs students exceeding 55 percent of the total student enrollment for schools districts and charter schools.

In summary, the LCFF provides a gradual increase in base grant funding over the course of eight years in order to return education funding to the pre-recession level distributed to districts and charter schools in 2007-08. LCFF provides supplemental funding for high needs populations and additional concentration funding for school districts and charter schools who have high needs populations in excess of 55 percent of the total student enrollment.

All school districts and charter schools are required to develop a Local Control Accountability Plan (LCAP) for the purpose of defining, specifically, how the district or charter school will spend money allocated through the Local Control Funding Formula (LCFF). VISTA'S LCFF FUNDING SNAPSHOT REPORT FOR 2013-14

The California Department of Education (CDE) has started providing information regarding the Local Control Funding Formula (LCFF). Click HERE to view the Vista Unified School District LCFF Funding Snapshot Report based on 2013-14 student demographic data. Due to a wonderful collaboration between parents, Child Nutritional Services, and Information Technology, the District increased the supplemental and concentration funding from CDE from 61% to 64.65%. This means more funding for resources and programs for students.
