The Board Meeting Information section provides resources links on meetings including meeting dates, agendas, minutes, action updates, follow-up requests, and published resolutions and proclamations.
Meeting Materials
The purpose of this section is to provide information about Board Meetings including dates, times, location, and related meeting materials such as agendas, minutes, and our summary of the meeting, the board action report. Meeting agendas and minutes have a link to our online system, BoardDocs. Meeting minutes will be linked after the approval by the Board at a regular meeting. Board Action Reports are only applicable to regular board meetings and are published within three days after the meeting.
Meeting dates, types, times, location, agendas, minutes, and action reports are listed and linked below as they become available.
Regular Board Meetings are posted no less than 72 hours before the start time of the meeting and Special Board Meetings are posted no less than 24 hours before the start of the meeting. Anyone requesting a Hold Card (request to speak) must follow specific instructions on the agenda which are consistent with public meeting laws.

- Item 15.0. Developer Fees. What can developer fees be used for?
- Response: Developer fees can only be used for specific facility and planning project uses that pertain to expanding enrollment and/or long range planning. This topic has been added to the budget workshop schedule as there are several legal aspects to this fund for discussion.
- Item 18.B. Capital Improvement Projects: Measure LL Listings. Multiple questions.
- Question 1: How much has been expensed over this year and last year on partnership provider Ciampoli Plumbing?
- Response: in 2024/2025 it was $531,104 and in 2025/2026 year to date it has been $219,632
- Question 2: What was the original purpose of Measure LL?
- Response: The purpose, intent, and voter-approved language of Measure LL, is listed in the voter approved language which can be accessed by clicking here and is publicly available on our website.
- Question 3: How often did the Board meet regarding developing the Measure LL project list?
- Response: In the online agenda system there have been no less than 12 special meetings/workshops on measure LL since 2020. There have been no less than an additional 26 planning and review meetings since 2020. Since the summer of 2022 there has been a monthly update to the Board on Measure LL. However, in 2025 the Board changed that to every other month for updates.
- Question 1: How much has been expensed over this year and last year on partnership provider Ciampoli Plumbing?
- Item 20.A. Request For Future Board Agenda Items Or Other Business. Can we have a listing of all teh funding sources, if one time funds their expiration dates, allowable funding use, and the fund balance to date?

Regular Meeting of November 6, 2025
The following items were posted in response to questions asked during our Board meeting:
- Items 14.E. and I - On Change Orders. Can you share when the requirements for change order listings on the Board Agenda were updated?
- Response: The first revision to requirements for change orders being listed on the board agenda under consent was noted in the September 6, 2024 confidential letter where it stated that “Beginning at the September 12 Regular Board Meeting, the District will begin to list public works change orders that exceed 10% as an individual consent item on the consent calendar.” Since then, and in subsequent communications, all change orders over the approved bid cost are brought back on consent agendas.
- 14.E. VMMS Portable Classroom Replacement Project. Is there another place on campus where you could put the prefabricated classroom?
- Response: A review of the long range facility master plan of VMMS found that there is no clear alternative placement for a relocatable other than the original location of the one being replaced. This is because what would be required for that placement is electrical, water, sewer, low voltage, various cabling, and civil engineering factors. This is before considering site workflow, program placement suitability, or student supervision. While an architect will be consulted on this matter, each consultation does require an adjustment to their contract as this work falls beyond the scope of their original agreement. It is anticipated that the most cost effective and educationally appropriate placement of the unit is on the original location.

- Response: At this time, the District is preparing initiation documents of disclosure for the anticipated Certificate of Participation (CoP). The anticipated interest rate listed on those forms is 3.85%. This interest rate is below the annual construction escalation rate which has been between 7-10% with the California Construction Cost Index finding that the average amount has been about 8.6% over time%.

- Item 16.A. Discussion on Potential Ballot Measure: How much did we pay for our bond consultants for the 2024 initiative?
- Response: Team CivX - January 18, 2024, Item 16.D. (page 3 of listing). Item April 18, 2024, Item 15.B. (page 4 of listing).
- Response: True North - July 20, 2023, Item 16.F. March 14, 2024, Item 17.J.
- Response: Total expenses between the two agencies was: $103,750 - Team CivX, $55,350 - True North. This is a total of $159,100. Both of these amounts were paid from Developers Fees (Budgeted, Restricted) and were less than the approved contracted amounts.
- Item 16.A. Discussion on Potential Ballot Measure: Are the total number of voters in the district consistent or declining similar to student enrollment?
- Response: According to the Report of Registration from San Diego County from 2025 (click here to access) the total number of voters in the City of Vista is 54,691 and in the City of Oceanside is 111,103. Information from the same report from 2018 (click here to access), the year that Measure LL, the total number of voters for the City of Vista was 43,368 and in the City of Oceanside was 89,784. Therefore, the number of registered voters does not mirror declining student enrollment and has increased over the last seven years.

- Answer: The amount that it is interpreted as being requested is from the Unaudited Actuals of September 12, 2025, item 16.B. In the full report (click here to access) at the bottom of page 3 there is a line item that states “fund balance, reserves." The comma placement is intended to indicate that these are separate amounts that have been totaled together. This total amount includes multi-year Restricted carry over funds of 86 million which are allocated for a specific purpose in the future. This means there are 57 million dollars in unrestricted funding left broken down as flows:
- 16 million in Commitments, which are items that were approved by Board of Education for a specific use and were in process of being expensed;
- 23 million in Unassigned, which are items that were approved by Board of Education for a specific use that had not begun being expensed by the close of the year; and
- 18 million in Reserve for Economic Uncertainty, which equals the 5% of the Board Policy.
- The fund balance of the unrestricted accounts is calculated by adding those three funds together which calculates to about 16%. The average percentage of all districts in the state in this category was 24.36% last year.

- Answer: The District has contracted an expert in this matter who will advise the Board at a future meeting. At that time, the consultant will take Board feedback and be able to speak to these topics. The expert has been notified that this will be a topic to be addressed.
- 19.E. California School Board Association Review. Can we have a list of districts that are not a part of CSBA.
- Answer: There is no known published listing of districts that are not part of CSBA. Staff will look at options for this item for a future discussion.
Special Meeting of April 24, 2025
The following items were posted in response to questions asked during our Board meeting:
- 3.B. LCAP/Blueprint Development: Total General Fund Contribution to Special Education
- Answer: VUSD currently receives $19.1 million in State and $5.6 million in Federal funds. While those dollars represent a revenue of $6,348 per special ed student, the district contributes another $46.1 million (or $11,819 per student) from its General Fund Unrestricted (GFU) to support the program. Total cost for the 2024-25 Special Education program is projected to be $70.8 million as of our 2nd Interim Report, equivalent to 18% of our total projected General Fund expenses.
- 3.B. LCAP/Blueprint Development: Total amount of A-G grant funding
- Answer: Vista Unified School District received a total of $1,601,469 in A-G Grants, which will expire June 30, 2026.

- Answer: The California Department of Education (CDE) has released the list of 2024-25 First Interim qualified / negative certifications throughout the State. A complete list of those Local Educational Agencies (LEAs) with qualified and negative certifications for the 24-25 1st Interim report can be found here. This listing states that there are 32 Districts with Qualified Certifications and 7 with Negative Certifications.
- 3.A. Budget Development: Can we define the term "deferrals" for our community?
- In California, the state reserves the right to defer payments (make a regularly scheduled payment late) to school districts. The state may do this when they cannot meet their own funding obligations. This means that the state can withhold payments to school districts to address state cash flow positions.

- 18.E. Climate Action Committee Update on Electrification Resolution Recommendation: What is our progress on BP 3510 Green School Operations (click here to review the source document online) and will it require modifications based upon the proposed resolution for electrification?
- Answer: BP 3510, established in 2010 and revised in 2019, would likely have slight modifications recommended if the Board is to adopt the proposed electrification resolution. BP 3510 has 11 actionable items that the District has made progress on. In the 11 categories, the main revision would be on obtainable dates and strategies to the approaches listed. The following is a summary of progress made to date on this BP by category: (1) water and electric consumption has been reduced when compared to not having Electric Vehicles; (2) recycling programs are in place; (3) there are digital document systems in place; (4) environmentally friendly products are the first option considered for all items purchased; (5) green products are purchased for cleaning; (6) professional development on material supplies is provided; (7) state approved pest management agents are used that are environmentally friendly; (8) new facilities are designed to environmental standards; (9) vehicle emissions have been reduced with EV yellow fleet vehicles and the current conversion of the white fleet; (10) CNS services are done with environmental considerations such as food sources, waste, and packaging; (11) educational programs such as CTE are implementing environmental topics and subjects.

- Answer: A driver is budgeted for at about $70,000 per year and operational costs are calculated at about $1.25 per mile logged for the 2024-2025 school year.

- Answer: Based upon our reports, we estimate that we are several percentage points above the 65% level.

- Answer: This is estimated to be about $5.7 million per year.
- 14.A. Ratify and Approve Contract: What services did the band contracts provide?
- Answer: Camps, workshops, and other band related support items for the band teacher.
